Will this liquid get rid off damp coil smell.?

Nope Fix your condensate drain Look at the piping most installers don’t install drain trap right. Fix that first the problem you are having comes from improper drain configuration

Does it affects painted surface, like coated aluminum fins?

This product was designed to clean unpainted aluminum air conditioning heat exchanging coils. I would not use this product on painted coils. Plain soap and water would be my recommendation. Dawn dish soap would be my choice for soap. However if you are referring to A/C coils that have a herisite coating go for it. It will do a great job.

How much of this product would I need in order to clean 2 typical outside AC condenser units?

Probably about a quart depending how clean you want to get them. Do not use a high pressure sprayer. It can and will damage your coils.
