Food pallets floats on water,and fish do not seem to be eating it, how to make them sink?

I haven't given my fish the Koi Growth yet. I was told food pallets should float on top of the water and if fish didn't eat within 10 - 15 min I should take out what wasn't eaten. I found that time given varies from 5 min up - so I just just my own judgement.

Can small baby koi about 1 inch able to eat these ?
