Have you had issues with it leaving marks or residue when using heat transfer vinyl?

This product does not generate heat. I'm sure they meant the other kind of "heat tape" which is like a long, flat ribbon that plugs into an electric outlet. Electrical resistance in the tape generates a small amount of heat to warm any object it is wrapped around.

Does this tape hold up to steam sterilization?

I’ve used it to hold butcher paper to my Teflon blanket for extra protection when doing sublimations at 400 degrees. Hope this helps.

does this stick on parchment paper?

It should be easily removable from parchment as needed. However I would not put it on other types paper.
