Q: Can I install this in place of a current non-dimmer switch?

As long as the lighting load being controlled is a dimmable 120V lighting load within 150 watts of LED or 600 watts of incandescent/halogen lighting, you may replace a traditional light switch with the Diva Smart Dimmer model DVRF-6L. Q: Does the remote switch (secondary control) need a battery?

the paddle remote PJ2-P2B-GWH has a CR2032 lithium coin cell. other Lutron "Pico" remotes like PJ2-3BRL-WH can also pair with this dimmer/switch and use the same battery per Lutron "Pico remotes typically have a 10-year battery life". The units I've used have lasted that long or longer. The instructions show how to replace the battery if it does eventually need it. If you don't want to deal with battery replacement, pairing and replacing it with another Pico remote is pretty easy.
