Does this program make labels?

It sure does. Check the other projects and click on Labels.

Once you have selected the type of item, ie, 1/2 card, 1/4 card, label, can you create from scratch or do you have to edit one of Hallmark's ideas??

You don't need to use the pre-made designs. You can use one of the many sizes of blank cards and make your own, using your own designs, text, and so forth.

Is this the boxed (DVD) version?

yes, however there is a newer version available. it comes with a discless install option.

Are you able to print double sided 4 1/4 x 5 1/2 size cards, 2 to a sheet?

I use precut cards,sold at Michael’s with envelopes, 50 to package. When on sale, the cards with envelope are 10 cents each ( if you do not make a mistake).
